Hello, anyone who was deferred solely due to cap would be in the 50/25 group. The exempt groups are those we asked to make changes that we could not review due to enough complete applications being accepted, and existing players apping seconds or thirds.

Editing to say we also want to note that being deferred due to cap is not the same as being declined, per our modly terminology — otherwise people would be getting permanently barred from reapping solely due to space constraints over time, which is definitely unfair.
